In 1978, Permits Canada a lawyer from Quebec City persuaded the Quebec Ministry of Transportation to install a fax machine in its permit issuing department. As a result, Permits Canada was established.

At that time, Permits Canada was an affiliate of Transceiver East. The network was divided among different owners, each responsible for a portion of the United States. Permits Canada covered the Eastern States, Quebec, Ontario, and the Maritime provinces.

A few years later, Permits Canada expanded its services to include the issuance of temporary permits (trip & fuel and oversize/overweight) for all Canadian provinces and continental U.S. states. The company also began offering additional services related to the trucking industry, such as permanent registration and travel authorities.
